China Builds Giant Drone-Sub ‘Mothership’, Testing Undersea Edge Over U.S. Navy

Beijing is building a new kind of flagship—and it won’t carry sailors. Imagery from a major Shanghai shipyard shows China constructing what appears to be the world’s first dedicated mothership for giant unmanned submarines, signaling how seriously it takes the fight for control beneath the waves.
The vessel features a well-deck—a flooding compartment at the stern—along with a lowering cradle and an internal hangar large enough to host roughly four extra‑large uncrewed underwater vehicles (often called XLUUVs or XXLUUVs). China already has at least two types of these drone subs under test, measuring about 35 and 45 meters in length. That makes them six to eight times the size of the U.S. Navy’s Orca unmanned submarine, a scale that moves them from experimental gadgets into platforms that can carry meaningful payloads over long ranges.
In practical terms, the mothership would allow China’s navy to deploy multiple large robot submarines from a single ship, sail them into contested waters, release them, and then recover and rearm them at sea. It’s a concept borrowed from aviation and adapted to the deep: a carrier, but for underwater drones instead of fighter jets.
For crews on manned submarines—American, Japanese, Australian or otherwise—the arrival of Chinese XLUUVs changes the risk equation. Uncrewed systems can take on missions that would be too dangerous for manned boats, from slipping into minefields to hugging an adversary’s coastline or monitoring choke points for days on end. Losing a drone is politically and emotionally cheaper than losing a crew, which makes riskier missions more thinkable.
Strategically, the move fits Beijing’s broader push to offset U.S. naval advantages with cheaper, more numerous systems. The United States still fields the world’s most capable fleet of nuclear-powered attack submarines, designed to hunt ships, launch missiles and gather intelligence. But those boats are few, expensive and slow to build. A mothership plus a stable of XLUUVs offers a different model: mass, persistence and attrition tolerance. In a crisis around Taiwan, in the South China Sea or across key Pacific transit routes, swarms of large underwater drones could complicate U.S. and allied operations, threaten surface ships or quietly map seabed infrastructure.
The economic and infrastructure stakes are not abstract. Undersea cables carry nearly all intercontinental internet traffic; seabed pipelines move gas and oil. Uncrewed subs able to loiter undetected near those arteries, or to survey them in detail, turn global infrastructure into another front line. Shipowners and coastal states will have to think about cable redundancy and repair as part of their security planning, not just their telecom budgeting.
For regional navies, China’s mothership is another sign that the race is no longer just about how many frigates or destroyers a country can field. It’s about who can field autonomous systems that can scout, strike or sabotage without putting human crews at risk. The balance between manned and unmanned forces is shifting underwater faster than it has in the air or on land.
A simple but unsettling insight flows from this: undersea dominance used to belong mainly to those who could afford nuclear submarines; drone motherships threaten to democratize it, at least for states with advanced shipbuilding and robotics.
What comes next will depend on how fast China can move from shipyard imagery to operational deployments. Signs to watch include sea trials of the mothership, more frequent sightings of Chinese XLUUVs at test ranges, and how the U.S. and its allies respond—whether by accelerating their own large underwater drone programs, modifying antisubmarine warfare tactics, or hardening seabed cables and infrastructure.
