Ukraine Warns Russia’s Missile Production Surge Is Outpacing Targets and Testing Western Red Lines

Ukraine’s defense intelligence says Russia is now producing more Iskander ballistic and Kh‑101 cruise missiles than planned, boosting stocks even as Moscow wages a high‑intensity air campaign. If accurate, the figures signal that sanctions, export controls and Western deterrence have yet to slow Russia’s missile assembly lines in a way that changes battlefield options.

Ukraine’s military intelligence service is warning that Russia is not merely sustaining its missile war, but expanding its capacity to keep it going. In a new interview, Major General Vadym Skibitskyi, deputy chief of Ukraine’s Defence Intelligence, claimed that Russian factories are now producing some key long‑range missiles faster than their own planned targets, eroding hopes that sanctions and battlefield usage would exhaust Moscow’s stocks.

According to Skibitskyi, Russia produced around 65 Iskander‑M ballistic missiles in July, exceeding a target of 60 and reaching what he described as 108% of plan. He also cited output of 87 Kh‑101 cruise missiles during the same month. While his remarks did not provide full monthly series or independent documentation, they align with Ukraine’s consistent messaging that Russia has rebuilt and diversified its missile inventory after intense use in 2022 and 2023.

The claims matter because systems like the Iskander‑M and Kh‑101 form the backbone of Russia’s ability to strike Ukraine from deep inside its own territory or from beyond the reach of many Ukrainian defenses. Iskander‑M ballistic missiles can deliver heavy warheads on relatively short flight times, while Kh‑101 cruise missiles launched from strategic bombers can approach at low altitude over long distances, complicating interception. Russian forces have used both types repeatedly against Ukrainian cities, power plants and industrial facilities.

If Moscow is indeed producing these missiles at or above target, it suggests that Western export controls and sanctions on Russia’s defense‑industrial base are constraining but not crippling its capacity. Russian missile production relies on a mix of domestic components and imported electronics; Ukrainian and Western officials have previously documented the presence of foreign microchips in recovered missile debris. Skibitskyi’s latest figures, if borne out, point to continued access to sufficient components or effective substitution through domestic and third‑country channels.

For Ukrainian civilians, the industrial math turns into a practical question: how many nights per month will their city be under air raid sirens, and for how many more months or years can that pattern continue? A replenished or growing Russian missile stockpile allows Moscow to keep targeting power grids, logistics hubs, hospitals and apartment blocks at a tempo calibrated to wear down both air defenses and public morale.

For Western governments, the alleged surge raises uncomfortable policy questions. The logic behind many sanction packages and technology controls was that cutting off high‑end chips and manufacturing equipment would steadily reduce Russia’s ability to build precision weapons, forcing Moscow to either accept reduced strike capacity or rely more on older, less accurate systems. Skibitskyi’s remarks suggest that, from Kyiv’s vantage point, that inflection point has not arrived.

Strategically, a Russia that can both fight a high‑intensity missile war and restock its arsenals tests assumptions about the long‑term balance of industrial power in the conflict. It complicates planning for Ukraine’s allies, who must decide how much additional air defense ammunition and radars to supply, and for how long, in order to keep intercept rates high enough to protect major cities and critical infrastructure.

“Missile stockpiles are no longer a theoretical spreadsheet problem,” one could say of the situation. “They are the difference between an exhausted campaign and a sustained ability to put power plants, bridges and apartment towers at risk month after month.” That gap has direct implications for European energy security, refugee flows and the durability of political support for Ukraine.

The next markers to watch include independent assessments of Russian missile debris recovered after future strikes, any visible adaptation in Russia’s target selection that might reflect greater confidence in stock levels, and adjustments in Western export‑control enforcement aimed at the third‑country channels supplying Russia’s defense industry.
