Reports Say Pentagon Asked Baltic States to Soften Public Rhetoric on Russia

US defense officials have reportedly urged Lithuania, Latvia, and Estonia to tone down their public statements about the Russian threat as Washington tries to restart diplomacy on Ukraine.

US officials are reported to be quietly asking some of their most outspoken European partners to pull their punches in public when talking about Russia.

According to several people familiar with the matter, Pentagon representatives in recent weeks approached multiple allied governments, including Lithuania, Latvia, and Estonia, with a request to soften their rhetoric about the Russian threat. Reuters described similar outreach from the Pentagon to several countries.

The reported appeals come as Washington seeks to revive talks related to the war in Ukraine. US officials appear concerned that especially sharp language from states on Russia’s border could complicate diplomatic efforts.

For leaders in Vilnius, Riga, and Tallinn, this creates a dilemma. Their publics and security services see Russia as an immediate danger informed by lived experience. Strong wording about Moscow’s intentions has been part of how they mobilize domestic support and keep allies’ attention.

At the same time, European fatigue over the cost of supporting Ukraine is growing. EU foreign policy chief Kaja Kallas has said that financing Ukraine is becoming increasingly difficult as war weariness builds in Europe.

How Baltic leaders respond to the reported US request will say a lot about the balance between their own threat assessments and Washington’s diplomatic tactics. Observers will be watching whether speeches and interviews from Baltic capitals become noticeably more cautious and whether any future alliance statements shift tone in a way that reflects US preferences.
