A former U.S. Army Secretary says Ukraine has built a battlefield software platform that outperforms what the Pentagon currently fields — and that larger militaries are lagging behind.
In his first public appearance since leaving the Trump administration, Dan Driscoll singled out Ukraine’s DELTA system. DELTA combines data from radars, sensors and soldiers into a shared, real‑time picture of the battlefield. Driscoll said the platform surpasses anything the U.S. military now possesses.
He warned that the world’s biggest armed forces have not embraced the speed and integration that systems like DELTA make possible. Built in wartime, DELTA lets commanders at different levels see the same evolving view of the front, updated by drones, electronic sensors and troops using digital tools. That can shorten the time between spotting a target and ordering a strike compared with older radio‑based command chains.
Driscoll’s assessment turns Ukraine’s wartime innovation into a criticism of institutional inertia in large defence establishments. Ukraine, under constant attack and with limited resources, has had to improvise and integrate commercial and military technology quickly. By contrast, he suggested, major powers are moving more slowly.
His comments add to growing interest in Ukraine as a live test ground for new approaches to command, control and targeting. DELTA sits alongside commercial satellite imagery, private communications networks and other digital tools that together shape how Ukraine fights.
For Western militaries, the concern is that if a medium‑sized country under invasion can field a more agile command system, then size and budget alone are no guarantee of technological edge.
Signals that Driscoll’s warning is being taken seriously would include moves to test or adopt Ukrainian‑developed software, fresh funding for open‑architecture command systems, and more public acknowledgment from serving officers that they need to catch up with the kind of integration DELTA already provides.
