For a few weeks earlier this year, shutting down Moscow’s skies with a swarm of cheap autonomous drones was not a thought experiment but a live option on the Ukrainian president’s desk. That the operation never launched is less comforting than it sounds. The planning alone shows how artificial intelligence, mass-produced drones and a grinding war are converging on targets that millions of civilians depend on.

According to accounts published by a major U.S. outlet and additional descriptions circulating in Kyiv-focused channels, Ukrainian officials considered a secret plan codenamed “M&M’s” to send up to 1,000 AI-guided drones in one night against Moscow’s airports. The intention, those reports say, was not to crater runways permanently but to put civilian air travel on hold long enough that Russia’s business and political elite would feel the war in their own schedules and bank accounts. President Volodymyr Zelensky ultimately did not authorize the strike, reportedly over concerns about civilian casualties and the wider consequences of directly targeting major civilian hubs.

The concept was stark in its simplicity. Instead of depending on human pilots and satellite data links that Russia has learned to jam, the drones would rely on onboard artificial intelligence and digital map-matching to find their way to preloaded coordinates. Ukrainian planners hoped such autonomy could allow the aircraft to slip past Russia’s dense electronic warfare defenses around the capital.
