An overnight attack on oil infrastructure in the Russian city of Nizhnekamsk has once again brought the war’s reach home to one of Moscow’s most sensitive assets: its own energy system. Local and regional reports on 20 August said that strikes on refineries in the city left at least 12 people dead and more injured, in what appears to have been a drone attack on the TANECO complex and associated facilities.

Details from the site remain limited, but accounts describe explosions at the Nizhnekamsk refineries, followed by reports of multiple casualties among refinery workers. One narrative circulating in Ukrainian channels alleges that Russian operators are effectively using workers as “human shields” by keeping them on duty during periods of elevated threat, noting that a previous attack on the same TANECO refinery on 10 August also left around 12 workers dead, many reportedly foreign specialists. That allegation cannot be independently verified, but the repetition of a near-identical casualty figure within ten days at the same site will renew scrutiny of how Russia is managing risk to critical industrial staff.

For the families of those killed and injured, the strategic logic matters little. Refineries are hazardous even in peacetime; under wartime conditions, they become some of the most dangerous workplaces in the country. When air-defense sirens and incoming drones join high-pressure pipelines and volatile fuels on the list of daily hazards, technicians and manual laborers find themselves on the front line of a conflict they do not control.

For Moscow, the concern is not only the physical damage but the signalling effect: investors, insurers and domestic consumers are reminded that Russia’s status as an energy superpower does not immunize it from the kind of infrastructure attacks it has launched against Ukraine.

Strategically, recurrent strikes on refineries feed into a broader contest over economic endurance.
