A drone strike has ignited a massive fire at Libya’s largest operating refinery in Zawiya, collapsing a fuel tank holding about 4.5 million litres. Libya’s National Oil Corporation said emergency services were fighting a large fire at the Zawiya refinery, west of Tripoli, after a drone strike on Monday evening slammed into a storage tank. The tank contained about 4.5 million litres of fuel and collapsed after the hit, unleashing flames that could be seen for miles. With a capacity of around 120,000 barrels per day, Zawiya is Libya’s largest operational refinery and a core supplier of fuel to the capital and the country’s west.
Authorities have not publicly identified the drone operator, and no group has credibly claimed responsibility. In Libya’s fragmented security landscape, both state-linked forces and non-state militias have access to unmanned systems, and the NOC statement focused on the scale of the damage rather than attribution. What is clear from official and local accounts is that the attack was deliberate and that it targeted a facility with little redundancy in Libya’s strained energy network.
For ordinary Libyans, the risk is immediate: fuel shortages, longer queues at petrol stations, and the possibility of rolling power cuts if refinery output is curtailed for long. Communities near the refinery also face air pollution from the burning fuel, as well as the danger posed to firefighters and plant workers trying to contain the blaze. While most of the country’s crude is exported, local refining capacity like Zawiya’s is essential to meeting domestic demand and stabilizing prices. Strategically, the attack shows how drones are being used to reach deep into enemy or rival-held territory at relatively low cost, turning fuel tanks and processing units into high-yield targets. In Libya’s contested west, where rival factions and their foreign backers vie for influence, an attack on Zawiya can shift leverage without a single checkpoint changing hands. It also sends a message to international oil companies and service providers that the security environment around key infrastructure remains volatile a decade after the country’s civil war peaked.
