Saudi–Turkish–Pakistani Drone Deal: Lithuania’s UAV Push Gives Ukraine a New Rear Base

Lithuania is moving from symbolism to steel, assembling a team to turn its ‘Drone Deal’ with Kyiv into concrete contracts and local production for Ukraine’s armed forces. For Ukrainian operators on the front, a Baltic rear base for UAV manufacturing could mean a steadier flow of the small, lethal aircraft that now shape the war.

Lithuania is positioning itself as a key industrial rear base for Ukraine’s drone war, advancing plans to host local production of unmanned systems destined for the front. In May, Presidents Gitanas Nausėda and Volodymyr Zelensky signed an agreement under a “Drone Deal” format, and by early August Lithuania’s defense minister, Robertas Kaunas, confirmed that his ministry is assembling a team to turn that declaration into concrete contracts and manufacturing.

The move reflects how central unmanned aerial vehicles have become to Ukraine’s strategy and to the larger arms landscape in Europe. What began as ad‑hoc crowdfunding drives and small‑batch donations is hardening into state‑backed industrial cooperation, as allies look to supply Kyiv not only with finished systems but with the capacity to build and adapt them closer to home. Lithuanian officials are signaling that this will not be a token assembly line; they are aiming for a program robust enough to make a battlefield difference.

For Ukrainian drone operators, the stakes are immediate and practical. Frontline units burn through reconnaissance quadcopters, FPV strike drones, and larger loitering munitions at a staggering rate, often losing aircraft to jamming, small‑arms fire, or simple wear and tear after repeated sorties. A more predictable supply chain from an EU partner that is geographically close, politically committed, and integrated into Western logistics could mean fewer gaps between demand and delivery. That, in turn, can save soldiers’ lives and sustain pressure on Russian positions.

Lithuanian engineers, technicians, and factory workers stand to become an integral part of that effort, even if they never set foot near the front. Their work turning imported components and local know‑how into finished UAVs will directly feed Ukrainian units that depend on drones for artillery spotting, minefield reconnaissance, and precision strikes. For a small Baltic state that sees its own security tied to Ukraine’s success, hosting drone production amounts to preemptive self‑defense.

Strategically, the initiative underscores how NATO’s eastern flank is evolving from a line of defense into a manufacturing and logistics corridor for high‑intensity warfare. By localizing parts of Ukraine’s drone supply chain in friendly territory, partners reduce vulnerability to Russian strikes on Ukrainian industry and shorten replenishment times. It also sends a message to Moscow that even heavy drone attrition at the front can be mitigated by a deep bench of supporting states willing to put their own industries in play.

The program will not be without challenges. Lithuania and Ukraine will have to navigate export controls, intellectual property issues, and the risk that sensitive technologies could be targeted by espionage or cyber operations. Sourcing critical components—from optics and chips to secure communications modules—remains a bottleneck in a global market already stretched by competing defense demands. Domestic debates in Lithuania over budget priorities and risk exposure may also surface as the program scales up.

Still, the logic is compelling for both sides. Drones have turned into the most flexible, rapidly evolving tool in Ukraine’s arsenal, and allies cannot simply ship a fixed number and call it done; they have to help build a sustainable ecosystem. For a country like Lithuania, investing in that ecosystem doubles as an insurance policy against its own worst‑case scenarios.

In the months ahead, observers will be watching for specific contract announcements, details on what classes of UAVs will be produced in Lithuania, and whether other European states follow suit with their own localized production for Ukraine. Any signs of Russian political or cyber pressure against Lithuanian defense firms, along with operational reports of Lithuanian‑built drones in Ukrainian service, will be key indicators of how much this Baltic drone hub is changing the balance on the ground.
