Directed-Energy Shift: U.S. Army’s $400 Million Locust Buy Targets Drone Swarm Threat

The U.S. Army plans to spend at least $400 million on AeroVironment’s Locust anti-drone laser systems, its first production contract for a directed-energy counter-UAS weapon beyond the prototype phase. For frontline units and base commanders, the shift promises cheaper, deeper magazines against swarming drones — and signals how quickly the battlefield is moving beyond traditional missiles.

The Pentagon is betting that beams of light, not just missiles, will protect its troops from the next wave of cheap, lethal drones.

On 7 August, it emerged that the US Army will spend at least $400 million on AeroVironment’s Locust anti-drone laser systems, buying dozens of units. According to people familiar with the deal, this marks the Pentagon’s first production contract for a directed-energy counter-drone system that has moved past the prototype and demonstration phase into planned fielding. In a defense ecosystem used to years of experimentation before any major buy, that is a fast lane entry into the force.

Locust is designed to detect, track, and disable small unmanned aircraft using concentrated energy rather than explosive warheads. While technical specifications are not yet fully public, the concept is straightforward: use a generator-powered laser to burn or blind drones at relatively short ranges, ideally at a cost per shot far below that of a missile. For US commanders facing the prospect of swarms of cheap quadcopters and loitering munitions, the attraction is obvious. Each intercepted drone no longer has to consume a missile that can cost hundreds of thousands of dollars.

For soldiers at exposed bases and in forward operating locations, the shift could be decisive. In Ukraine, the South Caucasus, and across the Middle East, drones have turned rear areas into contested space, striking ammunition depots, radar sites, and living quarters that once felt safe. US planners have watched closely as adversaries and non-state groups refine those tactics. A production run of directed-energy systems, even on the scale of “dozens,” gives units a new layer of defense that doesn’t depend on finite stocks of interceptor missiles already under pressure from other theaters.

Strategically, the Locust contract plugs directly into a growing concern in Washington: that traditional air defense economics no longer work. Recent estimates suggest the US has used around 65% of its Patriot interceptors responding to Iranian and allied missile and drone threats, while Saudi Arabia has burned through an even higher share of its own high-end stocks. Shooting down a relatively cheap drone with a multimillion-dollar missile is a losing proposition over time. Lasers and similar directed-energy weapons promise to invert that equation by making each additional shot marginally cheap, so long as power is available.

The decision to move beyond prototypes also sends a signal to allies and adversaries alike. To partners in Europe, Asia, and the Middle East, it suggests the US will soon be able to offer more than advice and software updates when it comes to counter-drone defense. To potential adversaries, it warns that tactics built on saturating traditional defenses with drones may have a shrinking window of advantage before countermeasures spread.

There are caveats. Directed-energy weapons face weather, line-of-sight, and range limitations, and they are not a silver bullet against all classes of threats. Integrating Locust into existing base defenses will require new training, doctrine, and rules of engagement, and it will likely be deployed alongside, not instead of, kinetic interceptors. But the budget size and production commitment mark a qualitative change in how seriously the US military takes lasers as an operational tool rather than a science project.

In an era where small drones are reshaping everything from trench warfare to tanker protection, the broader insight is clear: the battle over the skies is shifting from how many missiles you have to how cheaply and quickly you can knock down what’s sent against you.

The next indicators to watch include where the Army chooses to field the first Locust systems—whether along critical US bases in the Middle East, in the Indo-Pacific, or in Europe—how quickly training pipelines are set up, and whether follow-on orders or allied purchases turn this initial $400 million step into a wider directed-energy architecture for US and partner forces.
