Russia’s Repurposed S‑300/400 Missiles Raise New Strike Risk for Ukraine Cities

Ukraine says Russia is converting S-300 and S-400 air defense missiles into fast ground-attack weapons, producing hundreds of RM-48U variants that behave like crude ballistic missiles. The shift widens Moscow’s strike arsenal, complicates interception, and puts Ukrainian cities and infrastructure under fresh pressure ahead of winter.

Ukraine’s air defenses are facing a tougher equation as Russia turns its own shield into a sword. Ukrainian intelligence assessments say Moscow is increasingly using modified S-300 and S-400 air defense missiles in a ground-attack role, creating fast, ballistic-like threats that are harder to intercept and adding volume to an already dense missile campaign against cities and infrastructure.

According to the Ukrainian side, Russia produced roughly 200 converted RM-48U missiles in 2025 and plans to manufacture more than 480 this year. These missiles, originally designed to shoot down aircraft and incoming weapons, have been adapted to strike ground targets at high speed and on relatively steep trajectories. Ukrainian officials acknowledge they are less accurate and less sophisticated than Russia’s Iskander ballistic missiles, but say they still deliver substantial explosive payloads and expand the number of high-velocity weapons available for salvos.

For civilians and critical workers, the technical distinction matters less than the practical effect. S-300 and S-400 derivatives used against ground targets spend little time in the air and follow paths that Ukraine’s existing air defense systems struggle to track and intercept. That reduces warning times for people seeking shelter, increases the chance of impacts in residential areas even when the intended targets are military or infrastructure nodes, and strains already overworked crews who must decide in seconds which incoming threats to engage.

Operationally, the conversions give Russian commanders a way to offset limits on their supply of purpose-built ballistic missiles. Ukraine and its partners have tried to degrade Russian production with sanctions, export controls and targeted strikes, but Moscow has continued to expand output. Repurposing air defense stocks allows Russia to keep launching large mixed salvos that combine cruise missiles, drones and ballistic-like weapons, forcing Ukraine to expend expensive interceptors on a wide range of targets.

The adaptation also exposes how Russia is prioritizing offense over protection of its own airspace. Every S-300 or S-400 missile converted into an RM-48U is one fewer interceptor available for defending Russian territory or front-line units against Ukrainian aircraft and long-range drones. For Ukraine and its partners, that shift creates both danger and potential opportunity: it magnifies the threat to Ukrainian cities while hinting at vulnerabilities in Russia’s rear-area air defense grid.

The renewed emphasis on ballistic-style attacks comes as Kyiv lobbies for more and better interceptor missiles from NATO members. President Volodymyr Zelensky said on 5 August that Ukraine is coordinating with the NATO secretary general and individual allies to unlock additional stocks of anti-ballistic systems and to cut political and bureaucratic delays in their delivery. Ukrainian officials argue that without a surge in these defenses, Russia’s planned increase in ballistic missile output before winter, now supplemented by converted air defense rounds, will leave power networks and heating systems dangerously exposed.

For Ukraine’s partners, the shift is a reminder that missile warfare is not static. Sanctions and limited production lines can push a military to improvise with legacy systems, and those improvisations can still be deadly even if they fall short of precision standards. In policy terms, the question is no longer whether Russia can sustain high-intensity strikes, but how many near-ballistic trajectories Ukraine’s air defense grid can realistically handle on any given night.

Key signals to watch in the coming weeks will be changes in the mix of debris recovered from Russian attacks, shifts in Ukraine’s reported interception rates, and whether partners publicly commit additional anti-ballistic systems or co-production deals. If Russian forces begin firing converted S-300/400 missiles in larger clusters against major urban centers, the stress test for Ukraine’s air defense strategy — and Western political will to reinforce it — will move to a new level.
