For adversaries, these figures are not just trivia; they are data points to plug into their own risk calculations. A Russia assessing its freedom of action in Europe, or a China gaming out a Taiwan scenario, will note that a portion of America’s high‑end precision strike capacity is temporarily tied up in rebuilding. That does not mean the United States is suddenly unable to respond, but it does mean the margin for simultaneous crises has narrowed.

The deeper lesson is stark: high‑intensity modern warfare burns through advanced munitions far faster than peacetime planning assumptions, and replenishment cycles lag far behind political timelines. Deterrence is not only about having weapons in the catalog; it is about having enough of them in storage — and on the line — to convince rivals that the first week of strikes will not be the last.
