In sections of the city of Sumy, water supplies were cut after key facilities of the municipal water utility were forced to shut down. Ukraine’s energy minister has spelled out the logic behind this approach. In public comments, he argued that the war’s outcome will depend on which side can better withstand sustained blows to critical energy infrastructure — not just on the number of tanks or guns at the front. Kyiv, he said, hopes that mounting pressure on Russia’s fuel system, combined with tougher sanctions, could push Moscow toward peace negotiations as early as this fall, even as Ukraine itself braces for another season of blackouts from Russian strikes.
For civilians on both sides, this means infrastructure is no longer just a backdrop to the war but a primary target. Ukrainian families are forced to plan for heating, water, and cooking under intermittent supply, while Russian households confront rising fuel prices, localized shortages, and the psychological impact of refinery fires visible in domestic media. Strategically, the duel over energy infrastructure amplifies the war’s spillover into global markets. Disruptions to Russian refining capacity affect exports of gasoline and diesel, potentially tightening supplies in countries still buying Russian fuels or their rerouted equivalents. Prolonged damage to Ukraine’s grid, in turn, increases the country’s reliance on European electricity imports and raises the cost and complexity of reconstruction.
